Cardinal Francis Arinze, head of the Vatican’s Congregation for Divine Worship and the Discipline of the Sacraments, spoke at the Gateway Liturgical Conference in St. Louis, and said that the Mass in Latin (fully in Latin, not just the sung ordinary) should be offered weekly in cities, and monthly in smaller parish outside the city.
